It's official: extractor fans and stoves are allowed
Stoves with direct/external air connections do not necessarily have to be expensive. The popular Hi-Flame Alpha 1 and Graphite 5 stoves are both available with a direct air box, they are also Defra approved and SIA Ecodesign ready.

It’s Official SIA Ecodesign Stoves ReduceEmissions.The publication of the Defra Clean Air Strategy confirms that Ecodesign stoves will play a central role in the government’s plan to reduce emissions from domestic combustionand commends the SIA for releasing the stoves ahead of the 2022 target date.
